Pokemon Heart Gold Help?

I have 8 Johto Gym badges, and I used the S.S boat to go to Kanto. But now i'm trying to get to Pallet town, and I can't. The Cerulean route is screwed, and the other, longer way is blocked. Another question, where do I get the ticket for the Magnet train that travels between Goldenrod and the Kanto place?? Thanks!
