Was Mao Zedong a cannibal hisself or was his followers the only ones?

I wasn't sure if Mao brought the Red Guards to be violent or if it just got out of hand. Wasn't sure if it was kind of like the Klu-Klux-Klan, it started out innocent and then became violent.
