Need help with 2 1/2 year girl and potty trainng?

I have tried everthing. She knows when she needs to go but she just won't Candy, dancing, nothing works. She does not care if she is wet she just keeps on going. I also have a 6 month old so that makes it even harder. Also she now will not let Daddy change her or even take her poty. We do not use training pants just panties and pants. She only wears a dipper at nap or bed time. Please help us. we have tried books, praising, making a game out of it, Taking her every hour. NOthing works. My first was trained ina weekend.
